Current projects include initiatives like the Puketāpapa Cycling Haven Project, Bikes in SchoolsSchool Activation Pilot, Share the Road Campaign, and the Auckland Churches Climate Preparedness Programme. These projects aim to promote sustainable transportation, road safety, and climate resilience. Past projects involve consultancy for greenways planning, climate change initiatives, and public-private partnerships. More about Richard

Richard Barter, a lifelong bicycle rider from Wellington, is dedicated to promoting active transport and sustainable living. Drawing from 30 years of experience in community development, both domestically and internationally, he is deeply involved in community initiatives in Puketāpapa Mt Roskill, such as the Acts of Roskill Kindness Trust, Migrant Action Trust, Roskill Together Trust and the Active Transport Trust. He champions projects that promote integration and access to bicycles, such as the Bike Hub Mount Roskill, which repairs donated bicycles for local families. As a former chair of the Puketāpapa Local Board, Richard oversaw significant projects like the Te Auaunga Awa project and Local Board Greenways plans. With a master’s degree in international development and a commitment to servant leadership inspired by his faith, Richard strives to empower communities and foster sustainable practices.

Embracing Te Ao Māori, Richard emphasises the importance of preserving the environment for future generations. Through his work in sustainable transport, community development, and creation care, Richard embodies an holistic approach to fostering positive change in his community and beyond.

Richard married Susan a co-director of Seacliffe Productions in 1980. They have two children and three grandchildren.

    The purpose of the Trust is to promote cycling and walking as healthy, environmentally sound, sustainable and convenient forms of transport to make Puketāpapa/Mt Roskill an active transport haven for residents and commuters.

    The Migrant Action Trust is all about growing confident communities together by assisting migrants and former refugee communities in integrating into the mainstream New Zealand society, enabling them to participate and actively contribute to the country's development, and to achieve their aspirations of a better life..

    Founding Trustee – Acts of Roskill Kindness Trust – August 2023 to present
    The purpose of the Acts of Roskill Kindness Trust is to respond to crises and challenges that impact the Puketāpapa community, so that these do not exacerbate the challenges this community is already facing.

    Deputy Chairperson – Roskill Together Trust – 2019 to present
    Roskill Together is a community organisation that empowers and enhances life for the Mt Roskill/Puketāpapa community that believes Mt Roskill/Puketāpapa has the potential to become a prosperous, unique, and strongly connected community. It aims to strengthen and improve life for its residents through community-led action.

    Member of Advisory Board – Bike Auckland – 2018 to present
    Bike Auckland is working for a better city for people on bikes – in fact its members believe that more people on bikes makes for a better city. Call it a virtuous cycle. As the independent voice for cycling in Tāmaki Makaurau Auckland, it leads the push for positive change, on behalf of everyone who rides a bike in the city – and everyone who would love to give it a go.

  • Chair of the Puketāpapa Local Board – Auckland Council – 2001 to 2013
    Represented the people of Mt Roskill/Puketāpapa, holding the Transport and Environment & Sustainability portfolios. Key initiatives included leading the establishment of the Puketāpapa Greenways Plan that created a model subsequently picked up by the majority of Local Boards in the Auckland region.
